Abstract
Položaj neislamskog elementa u islamskim državama reguliše naredba prvog organizatora arapske države, halifa Omera. Po ovoj naredbi koja sadrži 24 tačke, hrišćani i Jevreji ne smiju zidati ni popravljati bogomolje, oni se moraju od muslimana razlikovati po nošnji, prema muslimanima se moraju ponizno ponašati, pri prolazu muslimana ustajati i njima mesta ustupati, ne smiju nositi sablju ili druga oružja, ne smiju jahati konja, svoje verske obrede moraju vršiti tiho i skrovito, ne smiju imati roblje itd., itd. Međutim tokom vremena u Otomanskom carstvu strogost ove naredbe postepeno je ublažavana i sve se više i više odstupalo od nje...
