Uz vođenje brige o verskim i prosvetnim potrebama, u radu jevrejske opštine u kontinuitetu su bile prisutne aktivnosti dobrotvornog i kulturnog karaktera.
Elaborating on the project "Revitalization of Small Jewish Communities in Serbia", the editors of "Pinkas" offered to members of the Jewish community, mostly in small communities, several short, interesting texts on Jewish topics, suitable for reading and organizing conversations in communities. The Commission for Culture and Education of the Federation and the Project Board printed texts in notebooks (Pinkas) on topics from Jewish history (general and Yugoslav), art and science, problems of the Holocaust, anti-Semitism, Jewish identity, etc. One of those contributions is "The Jewish Community in Serbia (1918-1941)" by Nebojša Popović. The basic organizational unit of the Jewish community from the earliest times was the Jewish community (Hebrew kehila, kahal). Its existence was recorded during the Babylonian captivity (VI century BC). Over the centuries of the diaspora (Hebrew galut), the community gained in importance in order to finally become an institution in modern times through which almost the entire life of the Jewish community passed. Changing its character and content of work, at the beginning of the 20th century, it can be defined as a form of the self-governing social and religious organization of the Jewish population of a settlement or city. Communities in the diaspora were, as a rule, communities of equal members, with internal autonomy and a more or less democratic way of electing their administration. In the territory of the Kingdom Yugoslavia in the interwar period, Yugoslav Jews were organized within 121 Jewish communities (72 Ashkenazi, 36 Sephardic and 13 Orthodox). 42 Jewish communities were organized on the territory of Serbia, of which 12 south of the Sava and the Danube, and 30 north of these rivers. Most of them were founded during the 19th century, which brought them decades of experience in organized work. The official name, under which they most often appeared, was the church-school Jewish community. However, these attributes in the title did not indicate the only contents of its work. In addition to taking care of religious and educational needs, charitable and cultural activities were continuously present in the work of the Jewish community. The members of the Jewish community were all Jews living in the territory that it included, almost without exception. Jewish communities operated on the basis of the provisions of the "Rules" individually approved by the Ministry of Religion and the Ministry of Justice. These ministries had direct and supreme supervision over the management of the property and funds of the Jewish communities, as well as over the correct implementation and observance of the provisions of the approved "Rules".en
